Shocking incompetence / fraud
After being billed for an array of new parts to the boiler, and the system still not working, the (rude) engineer decided the whole system needed to be flushed. I called a second plumber for a second opinion and found that actually a wire was (or had been deliberately) disconnected. Plugging this wire back in entirely solved the problem
